The California Community Technology Policy Group (CCTPG) includes

The Community Technology Review is a twice-yearly publication that
has covered the emerging Community Technology Movement since 1996.
Digital Divide Network
At the Digital Divide Network, we examine the digital divide from
many perspectives. The Web site offers a range of information, tools
and resources that help practitioners stay on top of digital divide
developments. It also serves as a forum where practitioners can
share their experiences with colleagues around the world.
Community Technology Organizing Consortium
The Community Technology Organizing Consortium (CTOC) is a voluntary
group of individuals and organizations working to achieve digital
